LEAGUE BYLAWS
PURPOSE
The purpose of the Defunct Fantasy Football League (henceforth referred to, as the DFFL) is to provide a dynasty/cap league experience that isn’t so complex that the fun is sucked out of everything.
LEAUGE SETUP
A-The DFFL will be composed of 12 teams split between two divisions.
B-Franchise names must come from former professional football teams that are no
longer operating (I.E. the Memphis Showboats. Obviously where the Defunct part of the DFFL comes into play).
C-Initial rosters will be determined via a league auction prior to the start of the season.
D-Six teams will qualify for playoffs.
E-Playoffs will end one week before the regular season. For example the 2021 season playoffs will run weeks 15 (Quarterfinals), 16 (Semifinals) and 17 (Championship / Consolation)..
LEAGUE FINANCES
A-The funds will be kept using LeagueSafe to ensure integrity.
B-The cost to own a franchise is $50 annually.
C-Prior to the inaugural season the $50 franchise fee must be paid prior to the first auction.
D-Every year following the initial season the $50 franchise fee is due three weeks prior to week one of the regular season.
E-Payout will be as follows at the conclusion of each season: League champion
($350) – Runner-up ($200) – Third Place ($50).
ROSTERS
A-Each team will have a 25-player active roster and a five-player practice squad.
B-During the regular season every team is required to maintain a full roster.
C-Practice squads can be comprised of any players with less than threes years NFL experience.
D-There is no limit to the amount of times a player can be called up / sent back to the practice squad.
STARTING LINEUPS
A-Starting lineups will be comprised of 10 slots (QB, RB, RB, WR, WR, TE, Flex, Flex, K, Team Defense.
B-Flex spots will be players at the running back, wide receiver or tight end
positions.
LEAGUE SCORING
A-Single head-to-head weekly matchups.
B-The DFFL will operate under standard ESPN scoring with 0.5 points per reception.
C-A two-point yardage bonus will also be factored into scoring for players that earn 300 yards passing, 100 yards receiving or 100 yards rushing in a game.
SALARY CAP
A-The DFFL will operate on a $250 salary cap.
B-It is a hard salary cap. At no point during the regular season is an owner allowed to exceed the $250 cap.
C-In the offseason, owners have until the rookie draft to get under the $250 cap.
CONTRACTS
A-Following the conclusion of the inaugural league auction owners will have 72
hours to assign contracts to their roster.
B-Owners can assign contracts between one and four years.
C-A player’s salary increases by 20% (rounded to the nearest dollar) for each
additional year of a contract.
EXAMPLE: An owner wins Joe Smith at $30 and gives Joe a three-year contract. Joe’s salaries over the three years will be:
Year 1: $30
Year 2: $36
Year 3: $43
D-When a player who is under contract is released the owner is responsible 50 percent of the player's remaining cap number for the remainder of his contract.
E-If a player is cut from a team and is not on a 53-man roster by the start of a week of play within a season that player can be cut with only the current year’s salary cap counting against the team. Example: If you have a rookie with a 4-year contract. After 2 years in he is cut and no NFL team takes him. You can cut the player and only be responsible for the year 3 salary without having to carryover year 4.
RETIREMENTS / SUSPENSIONS
A-If a player announces his retirement the owner can release him and is not
responsible for any remaining financial commitments.
EXAMPLE: Joe Smith retires after year one of his three-year deal. The team that
owns Smith can cut him and his contract is immodestly wiped off the books.
B-If an owner releases a player following a retirement announcement and that
player decides to return to the NFL in the future that owner has no previous claims on a player. Said player will be treated as a free agent just like any other player.
C-However, if a player is suspended by the NFL owners still must honor the length of his contract even if released.
D-If a player dies his team is free of any financial requirements.
IN-SEASON FREE AGENTS
A-All players signed during the season will receive one-year $2 deals.
B-Unlike players on the roster to start the year, If a player signed in-season is released during that same season the owner will get that $2 back immediately.
CONTRACT EXTENSIONS / FRANCHISE TAG
A-Following the completion of a players contract, owners will have the opportunity to extend a player’s contract once before a player enters the free agent auction.
B-The contract extension can be for one, two, three or four years.
C-An owner may also apply the franchise tag to one player each offseason. The
franchise tag does not count as the player’s one extension.
D-A player can only be franchised by the same team once.
E-A franchise tag is a one-year deal that will cost the average salary of the top-five players at his position.
F-Contract extensions and franchise tags must be announced one week before the
rookie draft.
TRADES
A-Trade deadline is Week 12 every season. Trades can resume following the championship game.
B-Three-team deals are allowed.
C-If a trade puts a team over the cap during the regular season they have to have a corresponding move ready to make right a way to get under the cap or the trade is invalid.
D-Draft picks may be traded. HOWEVER, you can only trade picks two years in the
future. (So headed into the 2020 season you can trade rookie draft picks for the 2021 and 2022 seasons).
E-There will be a 48-hour trade review period. If the majority of the league feels the trade is not in good faith then it will be voided.
FREE AGENT AUCTION
A-Beginning at the conclusion of the rookie draft each year our free agency auction will be held.
B-The free agency auction will be a slow auction (run on discord in 2021).
C-At the beginning of the auction, each owner will receive three nominations. Owners will be able to nominate any available free agent.
D-The auction for players will open with a $1 bid by the owner who nominated the player.
E-Owners will e-mail their nominations in order of preference to the commissioner by a league-wide agreed to time.
F-If the same player is nominated by more than one owner AND is listed at the same level of preference (i.e. two teams asking for player [X] to be listed with each of the team’s first, second or third pick) the player will have a starting bid of $0.
(Example)
Team 1’s list of nominations (1. Player E, 2. Player B, 3. Player T)
Team 2’s list of nominations (1. Player H, 2. Player B, 3 Player A)
Player B would be listed at a starting bid of $0 as they are seen as a desirable player.
In this instance, All $0 nominations will be announced to the league in a manner which creates as even a playing field as possible. Be that a surprise to all teams or advanced notification. All bidding for $0 players shall start at a time and in a manner which creates as even a playing field as possible. Be that a surprise announcement to the league, a scheduled release time of all nominations, a nomination being set to bid as soon as another player is won, or another just method. The timing and manner is at the commissioner’s discretion.
F-Owners have the option to use any number of their nominations (meaning you have the choice to use all, none or some of your nominations).
G-A bid must be the high bid for 24 hours to win a player.
H-Once a player is won, the owner who nominated said player will have the option to nominate another player. If that owner does not wish to nominate another player, the next best available free agent from the general master list will be listed at $0 to start.
I-A typical auction will have 12 players for bid (One nominated by each owner) simultaneously. All players will be listed in the order of nomination. Bidding will start at a predetermined time set by the commissioner.
J-The auction will go until all teams reach their 25-man minimum active roster.
K-If an owner wins a player he cannot afford the owner with the next highest bid has the option to take that player. If that owner does not want him, the bidding for that player starts over.
L-Owners have a limit on the number of multi-year contracts they can assign for the free agent auction. Teams are allowed to give out one four-year deal, two three-year deals, three two-year deals and unlimited one-year contracts.
ROOKIE DRAFT
A-Beginning on the first Sunday in June every year, the league will hold a three-round rookie slow draft (Note all 2020 rookies will be included in the general player pool for our first season so no rookie draft until June 2021).
B-To help avoid tanking there will be a draft lottery for teams that do not qualify for the playoffs run via DraftPickLottery.com.
C-The team with the worst league record will have six balls in the lottery, with the second worst record having 5 and so on concluding with the No. 6 team that will have just one ball.
D-For playoff teams, the champion will have the 12th pick, runner-up 11th,
consolation champion 10th, consolation runner-up ninth with the quarterfinal
losers getting the eighth and seventh picks (worst record between the two teams
will pick seventh. If records are the same the team with the worst head-to-head
record that season picks seventh. If the head-to-head record is even then the team is with the lowest total points on the year picks seventh).
ROOKIE CONTRACTS
A-All first round picks will receive three-year contract + a team option for a fourth year.
B-All second and third round picks will receive a two-year contract + a team option for a third year.
C-All first round picks contracts are guaranteed.
D-All second and third round contracts start out as non-guaranteed (meaning you
can cut them at any time and recoup their cap money when they are released), but once they spend nine weeks on your active roster (practice squad does not count) their contracts become guaranteed.
F-A player gains a week of service time by being on an active roster at any time between Thursday and Sunday of an official NFL week during the regular season.
ROOKIE WAGE SCALE
First Overall Pick (1.01) = $20 ($20, $24, $28, $34-Option)
Picks 1.02-1.04 = $15 ($15, $18, $22, $26-Option)
Picks 1.05-1.12 = $8 ($8, $10, $12, 14-Option)
Picks 2.01-2.12 = $5 ($5, $6, $7-Option)
Picks 3.01-3.012 = $2 ($2, $3, $4-Option)
BYLAW AMENDMENTS
A-Each year amendments can be brought to league. Any owner can bring an amendment to the group. Amendments are to be submitted to the commissioner to be brought to the league’s attention.
B-For an amendment to pass it requires approval from 75 percent of the league (Nine votes).
C-Amendments can only be recommended from February 1st - May 1st each calendar year. To facilitate organization the commissioner may hold all proposed amendments until the first of the month.
D-All voting must conclude at least 1 week prior to the start of the rookie draft.
E-If passed the rule change will go into effect the following season.
F-In the event of league instability the commissioner can make a large sweeping amendment bypassing all voting. This amendment will only be valid for the current season. As soon as the season is over the amendment will be added to the yearly amendment list to be voted on.
EMERGENCY AMENDMENTS
In the case that an amendment needs to be added an emergency amendment can be submitted by any team to the league at any time.
Emergency amendments do not stop league progress (such as, but not limited to drafts, auctions, or trades) unless the commissioner deems it necessary to place a pause on activities until the vote has concluded.
For an emergency amendment to pass there must be a 100% unanimous decision by every league member. The emergency amendment will not have voting open for longer than 1 week.
REMOVAL OF AN OWNER
A-Should a team’s owner need to be removed for any reason the commissioner can remove said owner from the league.
B-A unanimous decision from the league (with the exception of the owner in question and the commissioner) can both cause the removal of the owner, or cause a reversal of the commissioner’s decision to remove said owner.
C-Should removal occur during the season the owner is NOT entitled to their dues. The commissioner has final discretion on any refunds or returns.
ROLE OF THE COMMISSIONER
A-The commissioner has the authorities outlined in all bylaws and amendments including, but not limited to: Enforcing the by-laws, Creating judgment-based decisions on any and all areas in which the by-laws lack or fail to account for, Assigning and delegating tasks.
B-The commissioner must communicate at least 3 times a year with the league (To start the rookie draft, to start the free agent auction, and to start the league season).
C-The commissioner must collect or assign collection of funds before the season starts.
D-The commissioner must distribute or assign the distribution of winnings in a timely manner (within one month of the seasons end)
E-The commissioner must create as fair and even of a game as possible.
F-The commissioner is not exempt from the league by-laws and must act within the scope of the document. Failure to do so is a breach of the league expectations and contract.
